The shipping costs are applied only if in the order there's at least one item that requires shipping (you can set this in the block).

You can create different types of delivery, for example:

1. national shipping
   
2. international shipping
   

If the customer asks for national shipping it will cost him 10, 00 €.
If he chooses international shipping instead it will be 15, 00 €.
